Community Gardens Rules added to the Park Use Policy, Rules and Regulations
At the Oct. 23 Montgomery Village Foundation (MVF) Board of Directors meeting, the Board approved changes to MVF’s Park Use Policy, Rules and Regulations to incorporate the addition of Community Gardens Rules for phase 2 of David B. Humpton Park; the gardens are expected to come online in 2026. Additionally, changes to the lighting hours of the sports courts and fitness area to early May from the end of May; and changes to the athletic field rental procedures were made. The MVF Recreation Committee recommended these changes at its October meeting.
The MVF Board also approved an additional expenditure of $7,647.14 for the completion of the Whetstone Community Center Retaining Wall Project, increasing the total project cost to just over $36,000.
OTHER AGENDA ITEMS
In other actions, the MVF Board:
- Approved the 2026 budget as proposed and approved the MVF and DU Assessment Rates and Service Fees (available at montgomeryvillage.com or view the MVF Board Motions in this issue).
- Accepted the 2024 401(k) Agreed-Upon Procedures Report.
- Sanctioned the recommended changes to the Collection Policy for Residents in Communities with an Annual Service Fee Agreement.
- Reaffirmed the email vote held Oct. 9, 2025, authorizing the EVP to execute an agreement with WGL to supply MVF’s natural gas at a fixed price of $0.575 per therm for a 36 month term.
- Awarded the HVAC system replacement at the MVF Office and Maintenance Facility to Shamrock Service Company for a total not to exceed $47,840, from Reserves.
PRESIDENT’S REMARKS
Keeping her comments brief, MVF Board President Doniele Ayres thanked the residents for attending the MVF Board meeting and encouraged them to work directly with their community manager and their homes corporation board of directors regarding the proposed fire lanes in the Frenchton Place community.
EVP REPORT
EVP Mike Conroy encouraged Board members to attend the New Residents Welcome Reception, scheduled from 7 to 8:30 p.m. on Wednesday, Nov. 12, at North Creek Community Center, 20125 Arrowhead Road.
Conroy also reported that the solar panel project was complete and a ribbon-cutting ceremony was held on Friday, Nov. 17 in front of North Creek Community Center with Board members, government officials and MVF staff in attendance. He said that MVF received its first energy bill for one of the facilities that reflected significant savings in energy costs.
He noted that renovation of Stedwick Pool is underway with demolition of the pool structure having taken place earlier in October. The construction permits have been accepted, so work can continue to move forward for the summer 2026 pool season opening.
Conroy closed by thanking both the Recreation and Parks and Communications departments for working together to pull off another successful Great Pumpkin Race and Fall Festival. He also thanked the Board for its continued support of this event and noted the number of community members and elected officials in attendance, which made this one of the best-attended events in MVF’s history.
TREASURER’S REPORT
MVF Treasurer Dr. Jayaraman Vijayakumar presented the Treasurer’s Report for the year-to-date (YTD) and month ending September 30, 2025. He reported that overall, all MVF funds were ahead of budget projections by approximately $1.5M, due to Revenues from Investments ($914,000), Grant Revenues ($240,000), Camps and Classes ($70,000), and Pool Membership/Rentals ($46,000), but were slightly offset by a shortfall in Disclosure Fees ($26,000).
Vijayakumar noted total Revenue was $9,357,365 and Operating Expenses were $7,601,779 through September; both were favorable to the budget.
He said Capital Contribution Fees were $293,817 versus $283,125 budgeted for 2025.
Vijayakumar said the Balance Sheet continues to reflect MVF’s strong financial position having $14.3M of its $31.9M assets (44.7%) held in Cash and Investments. MVF continues to hold $2.97M in Undesignated Reserves. Assessment Receivables saw a decrease of 2.2% or $7,200 over the previous year. The Delinquency Rate for September was reported at 8.1% (684 units), which is 4.3% lower than last month, 1.3% higher than the 10-year average for the month of September (6.8%), and higher than the previous year, which was 6.7% (565 units).
