MVF Board approves updates to architectural criteria

Director of Architectural Standards Dee Wirth presented several criteria updates for consideration by the Montgomery Village Foundation (MVF) Board of Directors at the July 24 meeting. Community criteria for homes in Middle Village and Whetstone, as well as Village-wide criteria for replacement windows were discussed and approved.

Middle Village criteria updates included: front doors, corner balcony doors, and replacement wood gates for front courtyards in Thomas Choice West, and inclusion of Village-wide front door styles in Clubside. Additionally, details for other original replacement features and references to Village-wide criteria were updated.

Whetstone criteria updates included: patio doors, garage doors, siding profiles and completion dates. In addition, criteria for front doors, sidelights, bay windows and driveways were updated, where applicable for Goshenside, Lakeside and The Ridges.

For the Village-wide Replacement Window criteria, Wirth noted that modification to the color of patio doors may be required with window updates. The criteria was also updated to include reference to community designs and criteria for style and color, as well as the addition of photo references for acceptable types of windows and specific window features.

All criteria were approved the respective boards of directors and the Architectural Review Board (ARB) before being sent to the MVF Board for approval.

Other Agenda Items

Before the start of the meeting, Montgomery County Police Department (MCPD) 6th District Commander Brian Dillman presented some positive trends to the Board. Dillman gave a brief history of his career with MCPD, noting his previous time in the Montgomery Village area, and familiarity with the district. He said that 6D is currently trending on the decrease of crime in all reported categories, which was a testament to the involvement of his staff. Dillman reported some specific recent instances where crimes had been solved quickly, as well as touted the success of the Drone as a First Responder Program.

Director of Recreation and Parks Duncan Mullis reported that the sediment control plans for the Stedwick Pool renovation were approved by Montgomery County Department of Permitting Services. He said in order for work to start and remain on scheduled, the permit fee and refundable bond needed to be paid in order to release the permit. The Board authorized the EVP to pay the two fees, which totaled $74,146.40, from DU Reserves so work could begin close to the mid-August timeframe.

President’s Remarks

MVF Board President Doniele Ayres encouraged residents to review the Draft 2026 MVF Budget when it becomes available next month. She also noted her transition from concerned resident to community volunteer in order to understand and address community and MVF operations and issues. Ayres noted from a resident perspective, action often seems slow and frustrating, however, from a board perspective, residents are heard and their concerns are noted and acted on when appropriate. Ayres made a plea for all community members to work together respectfully, toward the common goal of keeping the Village moving forward.

EVP Report

EVP Mike Conroy reminded those present about the Brink Road Bridge closure, noting the detours that are in place through the Village. He also said MVF received four of the six Pepco Interconnection Agreements which will allow the panels to be fully activated. Finally, he introduced MVF’s new General Counsel, Adam Polsky, noting his immediate incorporation to the team and MVF affairs.

Treasurer’s Report

CFO Daniel Salazar presented the Treasurer’s Report for the year-to-date (YTD) and month ending June 30, 2025, reporting that overall, all MVF funds were favorable to the budget. Net Income was reported favorable by about $625,000, predominantly due to Revenues from Investments ($194,000), Camps and Classes ($90,000), Grant Revenues ($203,000) and Pool Memberships/Rentals ($53,000) as well as lower Operating Costs by about $128,000.

Salazar noted Total Revenues were $5,883,892, which is 9.2% higher than the budget and 1.4% higher than actual Revenues for 2024. Total Operating Expenses were $4,598,064, which is 2.7% under budget and 9.7% higher than in the same period last year. He said Capital Contribution Fees received through June were $125,409 versus $188,750 budgeted for 2025.

He said the Balance Sheet continues to reflect MVF’s strong financial position with $14.2 million of its $31.5 million assets held in Cash and Investments. MVF continues to hold approximately $3.6 million in Undesignated Reserves. Assessment Receivables maintains a decrease of 21.7% or $70,000 over the previous year. The Delinquency Rate for June was reported at 7.2% (610 units), which is 0.1% lower than the 10-year average for the month of June (7.3%), but slightly higher than the previous year, which was 7.1% (598 units).
