Private Property Maintenance Inspection and Reporting

A number of communities in Montgomery Village have set standards for the maintenance and upkeep of private property. Those communities are routinely inspected and letters are sent to homeowners whose properties require attention.  If a homeowner fails to make needed repairs, he or she may be fined and/or reported to the Montgomery County Office of Housing Code Enforcement for further action. To report a concern or comment about your community, call the MVF at 301-948-0110 or send an email. Please be prepared to provide the address that is of concern and some details to assist in our inspection.


Covenant Enforcement

Many communities in Montgomery Village have covenants that prohibit certain resident actions. These covenants are agreed to by every homeowner when he or she purchases the home, and landlords are required to inform their tenants of the covenants as well. Some of the covenants are summarized below:

  • Prohibition of overnight parking of trucks:  The specific definition of "truck" varies by community, so you should contact your community manager for an explanation if you have questions.  In general, a truck is defined as a vehicle with an open bed and a separate cab, whether or not the bed is capped or covered.
  • Prohibition of overnight parking of commercial vehicles: Commercial vehicles are those with exposed tools, racks, ladders, commercial writing or more than four wheels.
  • Prohibition of parking of trailers and boats:  Boats and trailers are prohibited from parking overnight in most communities. Some communities prohibit the parking of these vehicles at any time.
  • Prohibition of oversized or inoperable vehicles:  Each community has its own standards for vehicles considered "oversized;" for more information, contact your community manager. Inoperable vehicles are those with flat tires, broken windows or lights, expired tags or registration or other conditions that would make it impossible or illegal to drive the vehicle on a county road.
  • Prohibition of stored vehicles: In general, communities prohibit the storage of vehicles on community property. Vehicles must be moved at least once every 30 days.
  • Prohibition of permanent clotheslines:  In general, the covenants prohibit the installation of permanent clotheslines and require that temporary clotheslines be put away when not in use.

Each community in Montgomery Village is also subject to architectural control. This service is provided through the Architectural Standards Department of the MVF, rather than community management. To report a comment or concern about architectural issues,  call 301-948-0110 or send an email.


Recycling, Noise, Animals and Utilities

Recycling

Recycling is provided by Montgomery County rather than Montgomery Village. The county hires a contractor to collect recyclables from each community on different days of the week. In order for recyclables to be removed, they must be packaged appropriately for collection and left at the closest curb to the house. For more information about recycling or to report a missed pickup, call 240-777-6410.

Montgomery County recycling will accept the following:

  • Mixed paper
  • Glass jars and bottles:  all food and beverage jars and bottles, including all colors of glass except blue. Please empty and rinse jars and bottles and discard the cap or lid. The labels may be left on.
  • Cans and foil products:  All aluminum and steel food and beverage cans may be recycled. Do not crush cans.
  • Plastic bottles: including clear and colored plastic bottles with a neck. Empty and rinse the bottles and discard the cap or lid.
  • Yard waste: Place yard trimmings at the curb on your recycling day. Place leaves, grass, brush and other yard trimmings in large paper bags (available at most grocery and hardware stores). The total weight of each bag cannot exceed 45 pounds. Brush can also be bundled with twine. Unbundled branches will not be removed. Leaves must be placed in the paper bags -- leaves in plastic bags will not be removed.
  • Scrap metal: Household metal items including appliances, iron furniture and railings, bikes, disassembled metal sheds, doors, shower stalls, cabinets and appliances. Call 240-777-6410 no later than 9 a.m. on the business day BEFORE your collection day to schedule a FREE pickup.

Montgomery County recycling will NOT accept:

  • Fencing
  • Automotive parts
  • Rusted items
  • Paint cans
  • Automotive fluid containers
  • Containers from household cleaners
  • Propane or oxygen tanks
  • Containers under pressure (aerosol)
  • Bottle caps or lids
  • Mirror or window glass
  • Drinking glasses, cups or plates
  • Light bulbs
  • Broken jars or bottles
  • Plastic food containers without necks
  • Plastic wrap or bags
  • Styrofoam containers or egg cartons
  • Plastic toys, gadgets or pails
  • Pesticide bottles
  • Microwave plates or deli/salad containers
  • Baby wipe containers or flowerpots
  • Rocks
  • Dirt or sod
  • Root balls or tree stumps
  • Lumber

 

Noise

Noise is regulated by the Montgomery County Department of Environmental Protection. That agency has designated the hours of 9 p.m. to 7 a.m. on weekdays, and 9 p.m. to 9 a.m. on Saturdays, Sundays and holidays as "quiet hours." To report concerns about noise, call 240-777-7700.

 

Animals

Animal control is a division of the Montgomery County Police Department. To report concerns about animals, animal care or treatment, dangerous animals or other animal-related issues, please call 240-773-5960. Please note the following important points:

  • Pet owners are required to keep their animals on leashes and under control at all times when not on their own property;
  • Pet owners are required to clean up their pets' waste promptly; and 
  • Pet owners are required to provide proper shelter for their pets.

Utilities

A number of utilities operate within Montgomery Village. For residents of homes corporations, the following utility services are responsible for providing electricity, natural gas, and water and sewer service. The homes corporations do not own the wires or pipes associated with these services, and problems with service should be reported directly to the appropriate utility. You may also inform community management so that staff may inspect the property for potential community property damage, but, if you are aware of a problem, you should contact the utility directly, as they may have questions for you.

If you live in a condominium, report any utility failure to the community manager for repair or further instructions.

Snow Removal

Snow removal in the Village is provided through a combination of Montgomery County contractors on county roads and private contractors on community streets. Each community contracts for services and each community has its own standards and policies as to when to plow and treat roads.  The following guidelines apply in general:

  • Streets are treated with a chemical ice-melter after icy or snow conditions begin. For these chemicals to be most effective, road temperatures must be above at least 25 degrees Fahrenheit.
  • Streets are plowed when snow accumulations reach between 2 and 3 inches. Accumulations of less than 2 inches may not be plowed, depending on weather conditions. In all cases, contractors have until 24 hours after the end of a snowstorm to plow the streets.
  • Sidewalks on community property and adjacent to county property will be cleared by the homes association or condominium. Sidewalks directly in front of or adjacent to a resident are the responsibility of the homeowner. County law requires homeowners to clear their sidewalks within 24 hours after the end of a snowstorm.
  • The ridge of snow at the edge of the street is a natural side effect of the plowing process. There is nothing the plow can do to avoid it.
  • During snowstorms, residents are encouraged to park in designated spaces only, as cars parked along streets hinder the plows and slow down the plowing process.
  • In some areas that are very shady or hilly, the ice-melt treatment may need to be repeated more frequently. When community management is aware of those areas, buckets of ice melt will be provided at the site so that residents may treat the street as needed.
